Python is already installed on your Fedora Core system. You seem to be
trying to install a RPM package made for some other system, such as
Mandrake (Mandrivel)?

uTidyLib at <http://utidylib.berlios.de/> has instructions on how to
install it from source. You may not need all of it if you have HTML Tidy
already installed; you may just need to install the uLibtidy Python files.
