You could do "rpm -ql httpd" to find out what files should be located
where.  You can do other tricks with rpm to re-install any files you're
missing.

I'd be concerned about why it's gone, but a possible reason might be to
do with updating from one version of FC to another.  Seeing as you've
mentioned updating through several versions to FC5, here's where FC4 had
it:  /usr/lib/httpd/modules/mod_access.so
