I believe you need to so as follows
edit /etc/hosts.deny
and add the following into the config
httpd : user@xxxxxxxxxxxxx
Or you could be really harsh and do the following
ALL : ALL user@xxxxxxxxxxxxx
see man hosts.deny or hosts.allow for more.
