Yeah, mostly.  Installing mod_dav_svn will get you a skeleton config
for the DAV server.  I had one up and running over SSL with
fine-grained perms using mod_authz_svn (installed along with
mod_dav_svn) with very little hassle.  The svn book online is a great
help in this regard and the info there applies nicely to the FC
packages, as far as I recall.
