That is not so stange since it does not exist. I thougt
mod_access.so installe automaticly while Apache is installed. I
installed the FC5 from DVD. Question is how do I install
mod_access.so?

I believe It's been replaced by mod_authz in the latest Apache.

Well, then I am wondering why "LoadModule access_module..." is still in the httpd.conf file, while "LoadModule authz_host_module..." is NOT.
