On FC5 as a standard user inserting a data CD automatically pops up a CD icon on my gnome screen as does a browser of the CD.  In my case the default settings of the first screen seen when "System > Preferences > Removable Drives and Media" is chosen  show "Mount removable media when inserted" and "Browse removable media when inserted" are checked.
 
Doing a "df -h" in a terminal as user or root shows "/dev/hdc  489M  489M 0  /media/Diskname" for the Filesystem Size Used Avail MountedOn respectively.  Doing a "ls -l /dev/hdc" results in "brw------- 1 tod disk 22,0 Mar 28 2052 /dev/hdc" which shows that the owner "tod" took control of the mount point at the time I inserted the disk.
 
Doing a "ls -l /sbin/fuser" shows "-rwxr-xr-x 1 root root 20436 Feb 12 00:54 /sbin/fuser" which has a manual available by doing a "man fuser".  I would guess you may be doing a "man udev" sometime to get at the heart of the issue.
 
But I am shooting kind of blind here.  Did it work before?  Did you change anything?  What version of Fedora are you using on what kind of hardware?  What kind of CD drive(s)?
 
Well, you a moving me to research more about how CD drives are mounted and that is good.
