When FC5 releases (or any version for that matter), will that be the
final version of the installation CDs, or do they ever get updated?
Of course there will be loads of updates that can be applied with yum,
but I was just wondering if once the CDs are released they are
"frozen."

Fedora has not ever updated the install CDs once the version is frozen.
There has been discussion on this recently and it was emphatically
stated they would not do so.

That is very wise of them. Respins do not generate precisely the same
environment as the original plus updates. This can be an issue when
problems appear.
