1. "Reply" to a message you intend replying to.
2. Highlight anything, and *everything*, that does not need to be sent
   with your reply, and delete it.
3. Put the cursor directly below anything that you're responding to
   and type there.  Well, almost directly - put a blank line between
   quotes and replies.

Take head of step 2 for anything that your mail client stupidly does and
correct it manually for each and every post that you make, or
reconfigure your software so that it doesn't do that.

If you're unable to work out how to stop Outlook from dumping the entire
message below where it'll stick your signature (intending to make you
type your reply above it), then reconfigure your mailer so it doesn't
include a signature.  That'll be one less thing for you to deal with in
step 2.

Read the manual, read the menus, experiment (off-list).  It can't be
that hard to bash the stupidity out of Outlook (reply-wise, at least).
