I have a Turion ML-37.  /proc/cpuinfo says:
rocessor       : 0
vendor_id       : AuthenticAMD
cpu family      : 15
model           : 36
model name      : AMD Turion(tm) 64 Mobile Technology ML-37
stepping        : 2
cpu MHz         : 800.000
cache size      : 1024 KB

Why is cpu MHz 800?  This link says it should be 2000MHz:

Is this set dynamically?
