Hm, the Fedora kernel has all what it needs to load and run the pwc
module.

And what do you see in the messages syslog file when plugging in the
camera after the pwc module is loaded?

The Wiki http://www.lavrsen.dk/twiki/bin/view/PWC/WorkingWebcamsWithPWC
lists the model type as supported. Unfortunately the manufacturers of
these cheap webcam models often change the components though keeping the
model name. To find out which cam type you really have run "/sbin/lsusb"
and then google for the ID string you find in the output.
