How do I prevent the program KsCD from starting automatically whenever I
insert a CD?

I've found archived messages from others with this problem. The only
suggested solution is: Open Configuration-Hardware-Removable Storage, on
the Multimedia tab uncheck the box for Audio CD. That will stop the
autolaunch of kscd.
Can anyone tell me where this "Configuration-Hardware-Removable
Storage" menu is?

I think what you are looking for is the Gnome volume handler (gnome-volume-properties) In gnome it is in the preferences menu. Under KDE, you could just run /usr/bin/gnome-volume-properties.
See what happens!
