At this stage you've told your computer to allow connections to it, but
if you've got a router (as you've said), you also need to do something
similar with it.

You've got to configure it to allow connections to those ports (if it
isn't already), *and* configure it to forward those connections through
to the PC you want to run that program on.

This indicates that port 4662, at least, is blocked before your computer
even gets to see it.  That could be at your router, it could be at your
ISP.

Post what router your have, and someone may guide you on reconfiguring
it.
