On this box:
rpm -qa|grep alsa-utils
alsa-utils-1.0.9rfa-16.rhfc4.at
whereis alsaconf
alsaconf: /usr/sbin/alsaconf /usr/share/man/man8/alsaconf.8.gz

However. its just a script to setup your sound card(s) and modify the 
modprobe.conf,
