No.

http://fedora.redhat.com/docs/release-notes/fc4/errata/
is a good basic introduction. SELinux is there in FC3 by default: it
just protects a few more programs in FC4.

Most FC3 systems upgrade easily to FC4. A few have hardware problems:
you know about these as soon as you've upgraded, normally...
