I've seen this behavior when attempting to force a connection to one WAP when NM wants another one, particularly when the one I want has a hidden SSID. I think restarting the NetworkManager service should give a clean start.

You may want to take this up on networkmanager-list@xxxxxxxxxx I think it's being worked on.

For me it works once I selected to use wep 128 using a
hex key instead of the pass-phrase.

Now if I can just get the keyring manager to stop
asking for the password after each boot...

You can't, at least not yet. I believe this is a shorcoming with the Keyring manager that is being worked on.
