The cpuspeed service takes care of this for you. What does service cpuspeed status say? If it is stopped, chkconfig cpuspeed on service cpuspeed start afterwards it will always start on boot, unless it is misconfigured. Check /var/log/messages for complaints if it does not start. -Andy
