I think not. At least in the Beta2 (version 1.4.1) there is not. I
have spent much time at the official Tbird forums in the past few
days, and the only way seems to be:
$ export LANG="he_IL.UTF.8"
$ export LC_ALL="he_IL.UTF.8"

That is not "in Thunderbird", but it is possible. Maybe you could
write an extension for it, as there doesn't currently seem to be one.
