Alt+SysRq+h

I just stumble upon (www.stumbleupon.com) the linux magic keys Alt+SysRq+
sequence but I can not get, for example, Alt+SysRq+h to work.
Yes I've done: echo "1" > /proc/sys/kernel/sysrq

Can I be root in any xterm or does this key combination only work in the console?
