Are you accessing the page via your samba server's NetBIOS name?  When
samba isn't running your Fedora machine doesn't use NetBIOS, so the
Windows machine can't find the name via broadcast.

Sounds like a NetBIOS browser list issue, especially if you have only
started samba within the last 12 minutes or so.
