Well it's a dreadful error message. Instead of saying "The package ... is not signed with a GPG signature", it actually means "The package ... is not signed using a key in your keyring". In fact it told you the key ID of the key that the package is signed with (30c9ecf8).
This should fix it: # rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY* Paul.
