The Linux 2.6.13 /usr/src/linux-2.6.13/net/ipv6/Kconfig file begins:
#   IPv6 as module will cause a CRASH if you try to unload it

So I imagine it's considered a bug in the ipv6 code. I doubt it's
considered that important a priority: complaining about it will get you
an invitation to send in a patch...
