Fedora is more open to feature updates than other Red Hat products, but if you really want the latest version, grab it from Rawhide's SRPM collection and rebuild. Some packages provide reasonable RPM's upstream, and in those cases I rebuild their SRPM. SpamAssassin is a good example of that. Instructions for building an RPM from the tarball are included on their download page.
