In what way, though?  A user can only modify their own files, or others
made available to them.  An ordinary user can't make the passwords file
available to other people, though.

Administrators might want to restrict what users can do with their files and what information is being shared through them. Again the point of SELinux is to determine access based on processes and not on what the user decides to do with their files.
