system-config-printer not writing configuration ?

Hello,
I am running 64 bit Fedora Core 4, fully updated as of this morning. I am 
trying to set up printer, but whenever I try to print test page, I got the 
message:

"There was a problem sending CUPS test page to "<queue name>" queue:

lpr: error - unable to print file: client-error-not-found"

This happens for all the printer that I setup, which are:
1. HP Laserjet on the network (using Jetdirect)
2. IPP Printer on another Redhat machine
3. Samba printer on another windows machine. 

When I try to check /etc/cups/printers.conf, i found out that it seems no 
device is configured there. 
]# grep URI /etc/cups/printers.conf 
# DeviceURI: the device URI for this printer.
#DeviceURI parallel:/dev/plp
#DeviceURI serial:/dev/ttyd1?baud=38400+size=8+parity=none+flow=soft
...

All the entries there are commented out. However, after I quit 
system-config-printer, and run it again, I still can see the configured 
printers there. So system-config-file must write it somewhere, but probably 
not the right place. 

Has anyone seen this ?
