udev rule to add sdc1 when sdc is already created?

     What is the appropriate rule for /etc/udev/rules.d/10-local.rules
to create additional device nodes for a device that already exists? I
have a SCSI optical drive which when attached without media only causes
a /dev/sdc device node to be created under FC4. I would like to have
a /dev/sdc1 created at the same time so it will be available for use
by the usermount tool. Currently, the fstab entry I have for the 
optical refers to the non-existent /dev/sdc1 and so usermount doesn't
display a line for that device. Thanks in advance for any advice.
