rhn-applet in FC4 is broken. You could wait for an update (but don't
hold your breath - this has been known about for weeks and there's been
no response on the bugzilla entry -
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=160873).

I would suggest using yum instead:

Check for updates:
# yum check-update

Apply updates:
# yum update
