Well, I'm still running FC3, but I have the following lines in 
/etc/syslog.conf:

> # Save boot messages also to boot.log
> local7.*                                                /var/log/boot.log

and I have text in /var/log/boot.log ....

Did something get changed when you upgraded?  (do you have an 
/etc/syslog.conf.rpmsave file?)
