The first CD is bootable if you burned it properly.

What's on the CD you burned? A single .iso file or a bunch of files and
directories? If it's just the one file, you burned the CD wrong; you
need to do "burn as image". Instructions for doing this for a variety of
CD-burning tools can be found at:
