Sorry to bombard the list with this problem.  The dhclient-exit-hooks
addition is controled by the firestarter
Preferences->Firewall->Start/restart Firewall on DHCP lease renewal
option.  Disabiling that box removes firestarter from dhclient-exit-hooks.

i was sitting here today thinking about whether to change the start to
stop  or to just rename the whole file for a bit.

i'm wondering if you've got any further thoughts/advice about it?
