Problem in running Gnomemeeting as USER

Gnomemeeting can work as 'root' but fails to work as
'user'

I have been trying for more than 2 days without a
solution.  Gnomemeeting list suggested me to post my
problem to this list for assistance.

As 'root' Gnomemeeting can connect to
'h323.voxgratia.org' for testing and without problem. 
But as 'user' following warning popup

Could not open audio channel for audio transmission

An error occured while trying to record from the
soundcard for the audio transmission. Please check
that your soundcard is not busy and that your driver
supports full-duplex.
The audio transmission has been disabled.


Furthermore I'm not allowed to change permission to
following devices

1)
# ls -l /dev/dsp
crw------- 1 satimis root 14, 3 Jun 22 2005 /dev/dsp
(Owner is 'user' and group 'root')
# chmod 666 /dev/dsp
# ls -l /dev/dsp
crw-rw-rw- 1 satimis root 14, 3 Jun 22 2005 /dev/dsp

after rebooted PC
# ls -l /dev/dsp
crw------- 1 satimis root 14, 3 Jun 22 2005 /dev/dsp
It changed back.


2)
# ls -l /dev/sound
crw------- 1 root root 116, 33 Jun 22 2005
/dev/sound
(Owner is 'root' and group 'root')
# chmod 666 /dev/sound
# ls -l /dev/sound
crw-rw-rw- 1 root root 116, 33 Jun 22 2005
/dev/sound

after rebooted
# ls -l /dev/sound
crw------- 1 root root 116, 33 Jun 22 2005 /dev/sound
It changed back.


3)
# ls -l /dev/snd/
(Owner is 'user' and group 'root')

total 0
crw-------  1 satimis root 116,  0 Jun 21  2005
controlC0
crw-------  1 satimis root 116, 24 Jun 21  2005
pcmC0D0c
crw-------  1 satimis root 116, 16 Jun 21  2005

It changed back.

Please advise how to fix this problem.  TIA
