Not necessary. With valid repo files (especially a fully configured
updates-released) you will get the updates version immediately and don't
have to go through the base first.

I suspect you have no updates repository configured with yum. Else a
search would show you the latest update version of firefox.

Before installing the FC3 firefox RPM you should be sure to have the
non-FC3 version uninstalled.
