Yes it was trying to authenticate with the public keys.I configured
CVS on this server and I was using Wincvs as client with SSH protocol
to connect to this server.First I was using ssh without key based
access later on i tried with key based access.

Right now I am not in the office but tomorrow I will do what is
required means you specified some commands and few things to check .I
will do this first thing in the morning.
