With MPlayer 1.0pre7-3.4.2, I can do:
# mplayer -speed 0.5 video.mpg

Sound plays sloooowwww too.

Also with mplayer, you can change the speed on the fly.

[ - slows down a little
{ - slows down allot.
] - speeds up a little.
} - speeds up allot.

It is great when you want to find and play something special.

Use the curser keys to advance and move back as well.
