if i stand at the machine, and physically power it down/hit the reboot

Have u tried using the init command, it will shutdown/restart everything. to use it u have to login as root and type

init 0
init 6

init 0 for shutdown and init 6 for restart, if this doesnt work then please post the error message when the computer hangs while restarting.
