Hi,

yes im using the fedora 3.
I keep the values unchanged.
There are default values in /etc/udev/udev.conf and in the
/etc/udev/permissions.d/50-udev.permissions.

ex:

more /etc/udev/permissions.d/50-udev.permissions
# console devices
console:root:root:0600
tty:root:root:0666
tty[0-9]:root:tty:0660

but the almost all the files keep the permission 600 root root
crw------- 1 root root 4, 7 Mar 28 10:07 /dev/tty1

regards,
diego

My assumption is that you are in FC3 and you have not gotten udev
properly configured.
