Yes, it is running. I checked in Services and in the System Monitor

That does not make a difference. Still ignores the command.

That is supposed to be a workaround for this problem.

I once booted with APM=ON, would that had triggered a switch that doesn't allow the computer to go to sleep?

Shouldn't. Is apmd running? What's the kernel line in /etc/grub/conf? Have you ever powered all the way off after that boot?
