Doesn't help, the system doesn't expect the disc to be 
partitioned:
# mkdosfs -F 32 -n DVDRAM1 -S 2048 -v -I /dev/hdc1
mkdosfs 2.8 (28 Feb 2001)
/dev/hdc1: No such file or directory

In any case, Windows formats DVD-RAMs without partitioning, and I 
need the discs to be compatible with the two operating systems.

Even if that worked, it wouldn't be of any use to me for the 
reason mentioned above.
