you can try disabling selinux just for apache. read the faq here for that

http://fedora.redhat.com/docs/selinux-faq-fc3/

see if that fixes your problem and post what you awnt to do to the
fedora-selinux list. developers could guide on you how to setup
selinux with apache for what you want to do
