This is udev doing it's 'thang'.

probably the best way to deal with this is to write a custom UDEV rule for 
your scanner so that it always turns up as /dev/scanner0 (or even /dev/kermit 
if that takes your fancy) every time the kernel detects it.
http://www.reactivated.net/udevrules.php
will give you a runthrough for this including examples for printers and 
cameras. Scanners can be dealt with the same way if you need them to be.
