I generally find that administrators usually have more choice than
they think.  Remember, users state they need something because they
know what works.  However, they rarely understand the ramifications of
their choice.  The trick is to offer good alternatives that allow them
to do what they need, with a minimal amount of adjustment.  In this
case, the better choice would probably be WebDAV.  WinXP supports it
out of the box, and it is fairly trivial to set up on Apache.

Remember, listening to your users is more than following their words.
You are, or should be, the expert.  Listen to their needs, and temper
that against reality.  FrontPage is a nightmare.  WebDAV is much more
secure, and will solve the same problem without propeitary extentions,
and works "out of the box" in WinXP.
