that shows the current frequency of your cpu. You surely have heard of 
cool-n-quiet, AMD's power saving technology.. Your Sepron is probably being 
trottled since you don't use 100% cpu...
The process that you should have running is called "cpuspeed" - search for 
that on google for more info...
