Ok, so I will just use system-config-mouse. I must have specified the wrong mouse on install. I have a very old system with an original MS serial mouse.
I never had any problems making changes with either that, or X86config.

linuxconf was dropped by RH long before Fedora Core came along.  The 
only comments I've seen since, oh, the RH7 days have been mostly 
negative as regards that utility.
