i'm not sure quite what you're seeing, per, but i'm sure not seeing what
you are.  i set both of my taskbars to autohide and set the size of the
bottom one to suit me.

now that i'm used to the dual taskbars, i'd NEVER EVER EVER go back to a
single one.  having all my frequently used stuff at the top is
wonderful.

it seems to me a bit like you have some configuration problem going on.
