I am not certain about the setup steps for SquirrelMail (using
Horde/IMP), but the documentation

http://www.squirrelmail.org/wiki/en_US/QuickAndDirty

says to run config.pl. There you have to choose SMTP and the server name
and NOT Sendmail, which uses the Sendmail binary for submission. And
that is blocked by the SELinux policy, as William says.
