Most ISPs have an Authorised Use Policy which permits you to terminate or
otherwise discipline a customer when they send what *you* say is spam, not
what the gov't says is spam.  Additionally, there are "creating a nuisance"
clauses, etc.  Unless your equipment/ISP is owned by a government agency or
utility, you are under no obligation to carry their traffic or do business
with them.
