Is the limit on the down load, upload or sum of both....

You should be able to script up something that shuts down
the link based on ifconfig data.

$ ifconfig
eth0      Link encap:Ethernet  HWaddr 00:....
	  ....
          UP BROADCAST RUNNING MULTICAST  MTU:1390  Metric:1
          RX packets:99788 errors:0 dropped:0 overruns:0 frame:0
