The only user that works is the root. I get the error message "Incorrect
password" when the "su fred" is typed.

What happens when try to su to the newly created users from another
working
user (not root) on the box?

Doing something like following
(as root)
useradd fred
passwd fred
(now type in the password)

Then become a user that you know already works on the box
su fred
