No they are not.  the 2.4 Kernels that were in Red Hat Linux and Fedora Core 1 
were  but the 2.6 kernels in FC2 and FC3 are not.  most patches that i have 
seen go in a re ones from upstream  mostly bk updates.  there is some 
patching  but i wouldnt call it heavily patched.
