I noticed this ages ago. I also noticed that their time bore only a hazy relationship to the clocks at UCSD. UCLA, and others. GTEI's ntp was worst of the bunch. But then, I've not looked recently. So ymmv.
One should test them with ntptrace to verify their quality.
