My FC2 system time is set within one minute of two other servers I have
using ntp; one RH7.3 and another FC1.

I've set the FC2 time by hand. When I start ntp I see the following
message in my /var/log/messages log.

If you continue to have trouble, show us the output of
   ntpq -p
as a starter.
